Town shuts down free Wi-Fi over one stolen movie

Long story short: town setup a free Wi-Fi in the downtown area, someone used it to download a movie, town shuts down free Wi-Fi.

a program that would prevent the illegal downloads from happening in the future…would cost the cash-strapped county about $2,900 to implement, $2,000 for equipment and then $900 annually for the filtering program.

If this does not strike you as stupid and wrong, imagine the story was this:

“Someone stole $20 from the local bank, and the city responded by shutting down all of the roads into and out of the city.

‘We could have hired enough police to check every car coming into and out of the city, but the cost was prohibitive, so we decided to just shut down the roads.”

Or imagine this: Person A is taking a bath. Person B comes in, plugs in a hair dryer, and drops it into the bathtub with Person A. The city responds by shutting off the electricity.

Internet access is a tool. Why does the fact that someone used that tool for an illegal purpose mean that the city has any responsibility?
